- July 18 , 2008: Creation.
1) Committee Members
- The committee will always consist of 10 members.
- The committee will always consist of 8 regular members, a Chairman and a Co-Chairman.
- The Chairman seat is always reserved for the SBL League Commissioner
- The Co-Chairman seat is reserved for a second SBL Administrator
- If there is no second SBL Administrator to fill the Co-Chairman seat, the seat will become available for regular committee members
- There will be a committee vote to decide which current serving committee member fills the Co-Chairman seat
- If a non-SBL Administrator is serving in the Co-Chairman seat and a second SBL Administrator is available, the current Co-Chairman will be required to step down from his seat and fill a normal Committee seat
- The above rule is invalid if the second SBL Administrator has been dismissed from the committee, or is indefinatly disallowed from joining the committee.
- If this situation causes for the committee to surpass the 10 person limit, the committee will vote on which member to dismiss
- Each member of the committee has an equal right to vote and each members vote is considered equal
- At no point may there be more than three (3) committee members from the same squad
- If this situation arises, committee members breaking the rule must resign until the rule is held true
- If no committee member resigns or the rule is not held true, the Chairman will be charged with dissmissing members until the rule is held true
- Members of the committee may be dismissed from the committee if a vote is passed requesting their dismissal
- The Chairman can not be dismissed. This rule will be modified as the committee gains more power.
- To dismiss the co-chairman, the committee must reach a unanimous decision (excluding the co-chairman).
- Members of the committee are free to resign at any point
2) Applying for the Committee
- If a seat becomes available for the committee, non-committee players will be given adequate time to apply to join the committee
- To apply to join the committee you must have a sponsor from any member currently on the committee, or the out-going committee member who is leaving his seat.
- Each committee member may sponsor only one individual to join the committee
- Committee members are free to sponsor the same player as another committee member
- After the applications have been fully received, the committee will vote to decide which applicant fills the vacant seat
- At any point during the season a player is able to apply to join the committee even if no seat is available
- To apply to join the committee you must have a sponsor from any member currently on the committee
- If an applicant successfully apply's to join the committee when no seat is vacant, the committee will hold a vote on the applicant
- If the applicant receives a majority vote, the committee will hold a further vote to decide which member of the committee must be dismissed
- If the applicant does not receive a majority vote he/she is unable to re-apply for at least 60 (60) days.
- If no member receives a majority vote to be dismissed, the applicant is refused and no committee member is dismissed.
3) Committee Rules & Power
- The committee will have full and complete power over the punishment of players.
- When a player breaks a rule, the committee will decide how and for how long to punish them.
- The committee will have pre-produced guidelines for punishment depending on the crime and the offenders history
- The guidelines of the committee will not be made public
- The guidelines are simply guidelines, the committee has the power (with a majority vote) to punish a player in any way they wish
- The committee will have full and complete power over the appeals of players.
- Any player punished may appeal their punishment along with providing additional information or reason as to why they're appealing
- Appeals will be held and discussed by the committee, and a majority vote will be taken to assess the decision
- If the committee agrees with the appeal, a revised punishment will be issued by the committee
- The committee will have full and complete power over the setting, modification and deletion of rules.
- Specifically, rules that effect punishment and are considered to be league offenses.
- Example of these rules include Racism, Double squadding, Spamming, Bug-abuse etc.
- A vote is passed if the majority votes in favor.
- When there is no majority, the vote with the highest percentage is considered the winning vote.
- Any vote involving a committee member dismissal can not be accepted unless there is a winning majority vote of at least 50%.
- If a tie-vote occurs, the vote of the Chairman will be the tie-breaker.
- Any member of the committee agrees to secrecy on topics discussed, information shared, and any committee related documents
- If a current or past committee member is found to be leaking any information that is not currently public knowledge, they will be punished
- The initial punishment will be a dismissal from the committee and being disallowed to rejoin the committee indefinitely.
- Additional punishments to follow will be at the discretion of the remaining committee members and will come down to a majority-wins vote
4) Public Communication
- The Chairman will communicate all committee rulings to the public
- Only the Chairman is authorized to issue official committee decisions
- All committee discussions will remain private unless the Chairman issues out-takes or segments to the public.
